The Singapore Cartooning Institute is dedicated to the advancement of cartooning in Singapore. The institute is a centre for education, creating cartoons, publication, exhibitions, seminars and talks, events and community outreach.

Cartooning (cartoons are also know as comics) is the most exciting art form practiced today. It incorporates several art forms such as drawing, writing, painting, graphic design and and many of the same visual compositions, structural and storytelling techniques used in movies and television. Often the most important preparations of an audio-visual production is the creation of a storyboard, which is basically a comic strip of the movie or tv show that is used to decide how each shot will look before it is filmed, and how the story will fit together in shots and scenes.

There are many different forms of cartoons. There are American action comics, such as X-men and Silver Surfer; graphic novels, such as Sin City and Watchmen; Japanese manga, such as Kochikame and Naruto; comic strips, such as Peanuts and Calvin and Hobbes; the French, Belgian and Dutch bande dessinée, such as Tin Tin and The Smurfs; and webcomics, such as The Perry Bible Fellowship and xkcd.
